Livingston, Texas – The Trinity River Authority is advising initial repairs to the Lake Livingston Dam Spillway will be completed Monday afternoon prior to the arrival of major flooding from Beryl.
Crews have been working around the clock to repair the dam’s spillway which was damaged from recent flooding. On June 28th the river authority released a declaration of a “potential failure watch.” A Dam Damage Assessment was implemented to address the issues in accordance with Federal guidelines regulated by the Federal Energy Regulatory Commission (FERC).
The River Authority stated “the dam will be able to pass high-flow events without impacting the integrity of the dam.”
In 2017 a spillway failure at the Oroville Dam in California resulted in the evacuation of over 180,000 people downstream.


TRA stated they are working nonstop to ensure the dam can handle potential storm flow releases. TRA wanted to remind people the area around the dam is a construction zone and only authorized personnel would be allowed onsite.
The TRA states it was too early to determine when the current repairs will be complete, but damage was more visible after the rains receded, and the level of the lake will be lowered to assist in the repairs.
The Lake Livingston dam was completed in 1969 and filled in 1971. The day-to-day operations of the dam will continue as necessary, and gate operations may vary as conditions and construction activities allow.
The Trinity River Authority has worked closely with local emergency management to provide them with information to make decisions related to the communities that they serve. Since the issues appeared the River Authority has been transparent with the public regarding problems.
TRA stated at this time the dam is in no immediate threat of failure or breach. The current declaration of a “potential failure watch” is still in place.
With Hurricane Beryl’s unknown path, the storm may bring heavy rain and flooding to areas of Texas as a high pressure above the state weakens.

The River Authority stated, “Although there is no immediate danger of either failure or breach of the dam, the potential does exist however remote it might be. The day-to-day operation of the dam will continue as necessary, although normal gate operations may vary as conditions dictate. This declaration is in conformance with the Emergency Action Plan as approved by the TRA. TRA will continue to monitor the spillway’s status and will issue updates as appropriate.”
