$10,000,000 Bond Set On One of the Accused Murders of Jocelyn Nungaray
Houston – During a bond hearing Monday before the 232nd State District Judge Josh Hill, Harris County District Attorney prosecutors told the court both Franklin Jose Peña Ramos and Johan Jose Martinez-Rangel tried to flee the Houston area after the murder of Jocelyn Nungaray. Both suspects are Venezuelan nationals and prosecutors believed they posed a high flight risk.
The body of 12 year old Jocelyn Nungaray was found June 17, 2024 in a creek off of Rankin Rd near IH 45. Video surveillance obtained by Houston Police allegedly shows Franklin Jose Peña Ramos and Johan Jose Martinez-Rangel at a convenience store with Jocelyn Nungaray prior to her death.
Judge Hill set Jose Peña Ramos’ bond at $10,000,000 during Monday’s bond hearing. Johan Jose Martinez-Rangel will have a bond hearing Tuesday.
Both men are accused of luring the 12 year old girl under the bridge. The men allegedly removed her pants and strangled the 12 year old before dumping the body in a tributary of Greens Bayou. Both men are charged with Capital Murder and will likely face the death penalty if convicted.
